Timothy J. Freesmeyer

Principal Researcher

Tim Freesmeyer has taught Resource Allocation and Deployment to thousands of law enforcement managers across the country over the last 25 years and is passionate about improving the operational efficiency and professionalism of law enforcement agencies.
After ten years as an officer, detective, and supervisor in a mid-sized municipal police agency, Tim changed his career focus to that of an educator and trainer. Tim spent five years as an adjunct instructor for Northwestern University’s "School of Police Staff and Command" and then a final year as a full-time faculty member serving as the Director of Management Training. After leaving Northwestern, he taught 5-10 workshops per year for the next seven years for the International Association of Chief’s of Police (IACP) in the discipline of Resource Allocation, Deployment, and Scheduling.
Tim founded Etico Solutions, Inc. in 2004 based on an overwhelming demand for education and consulting services in resource allocation, deployment, and scheduling. He teaches routinely in various law enforcement command programs in the states of Texas, Missouri, and Illinois as well as sponsored workshops throughout the country. In addition to teaching, Tim conducts numerous police staffing studies each year for law enforcement agencies and assists agencies in determining efficient scheduling and deployment strategies.
Tim holds a Bachelor of Science degree in Physics and a Masters degree in Business Administration, both from Illinois State University.

For the last sixteen years, I have been blessed with the opportunity to make a living doing something that I love. As an outside consultant, I get to see each agency that I work with just as it exists and not through the eyes of how it once was years ago. I get the unique opportunity to question practices that may have outlived their purpose. I get to introduce logical change for the benefit of the agency. This is why I love my job.

God has richly blessed my company and business has been increasing more and more every year. The majority of the staffing studies that I conduct stem from former students in my courses and each and every one has led to a number of lasting friendships. When I accept and enter into an agreement with a law enforcement agency for a staffing study, it begins a relationship that often extends into many years beyond the project completion.

Life is short and we are given a limited number of years to make a difference in our world. Etico Solutions has given me a way to make a positive and significant change in many communities while improving the quality of life for thousands of law enforcement professionals around the country. "Etico" is a Latin translation for "ethical." From day one, my desire has been to provide personalized ,"ethical solutions" to law enforcement agencies in a way that will provide not only immediate answers but a lasting methodology for continued improvement.
